Volitives or constructions that express some sort of desire, wish, or fear, take the subjunctive. For example, in "È strano che non possa venire" ("it is strange that she could not come") "possa" is subjunctive. However, in Neapolitan, volitives only are in the subjunctive mood when the statement is in the past tense. Therefore in this statement, "to be able to" would be in the indicative form, unless the statement said "it was strange that...".
